Summary/Objective:

Under the direct supervision of the Director of Youth Services, the Housing Program Manager will oversee SCS’s Baltimore City supportive housing programs, including Rapid Re-Housing (RRH) and Permanent Supportive Housing (PSH) programs. These programs connect clients experiencing homelessness with housing and supportive services needed to reach self-sufficiency. The Housing Program Manager will ensure appropriate case management services are provided to clients that include the development of individualized housing and service plans, home visits, client advocacy, relationship management with landlords, networking with other services providers, and community collaboration. The Housing Program Manager oversees a team of case managers and ensures compliance with government and funder regulations.

Primary Duties and Responsibilities:

· Provide primary oversight of housing programs and ensure timely submission of monthly, quarterly and/or annual performance reports.

  • In partnership with the Director of Youth Services, assist with the implementation of new policies/procedures/initiatives related to efficient, outcome-driven program operations.

· Assume direct supervision and administrative responsibilities for Housing program staff including Housing Case Manager, Interns and Volunteers to ensure quality service delivery.

  • Serve as SCS representative at external-facing meetings related to housing initiatives.

· Serve as the team lead for HMIS/Coordinated Access data entry and reporting

  • Assesses the quality of all services and outcomes of the programs.
  • In collaboration with HMIS Data Administrator, evaluate data quality in HMIS and myEvolv.
  • Monitors activities related to grant portfolio and ensures compliance with relevant HUD requirements.
  • Maintain a small client caseload and serve as a backup for case managers as needed.

· Maintain timely documentation in accordance with agency policies in the confidential electronic health record system used by the agency.

  • Participate in ongoing outreach activities to create awareness of programming to youth and youth serving organizations.
  • Utilize participant feedback to assess program effectiveness and implement performance improvement strategies.
  • Conduct housing inspections, negotiation and build relationships with landlords.
  • Develop and maintain inventory of appropriate housing units and their families.
  • Educate community members about the housing needs of clients and the importance of supportive housing.
  • Effectively use HUD tools to ensure compliance with data standards and record keeping as required by HUD.
  • Responsible for implementation and operations of RRH & PSH programs which includes supervising housing case managers and programming to ensure participants’ success.
  • Maintain current knowledge of HUD regulations, eligibility criteria, and policies.
  • Responsible for attending bi-weekly/quarterly meetings with the Mayor’s Office of Homeless Services to discuss youth navigation services and status of participants.
  • Maintain statistics regarding service delivery and other services provided to vulnerable families and individuals as necessary.
  • Facilitate regular supervision and team meetings with housing program staff.
  • Attend regular supervision with the Director of Client Services to assess program goals, measure success and strategize for ongoing enhancements to ensure we are meeting the needs of our clients.
  • Review and sign off on staff documentation associated with delivery of client services.
  • Maintain awareness of community resources.
  • Manage other duties as assigned.

Supervisory Responsibilities

· The Housing Program Manager will lead the Housing program team and provide training, supervision and other administrative support, as required. The Housing Program Manager has the final responsibility on all their duties and responsibilities, while adhering to and administering agency policies and procedures.

· Complete performance evaluations for staff as required by agency.

· Establish annual professional development goals with staff and monitor progress.

· Encourage and provide opportunities for staff development.

Required Education and Experience:

· Master’s (preferred) or Bachelor’s degree in Social Work or Human Services.

· Extensive knowledge of HUD policies and regulations across varying housing programs and subsidies.

  • A minimum of three years and working knowledge in program project management specific to the housing industry.
  • Two years of previous supervisory and team-building experience.
  • Knowledge of and ability to work with persons of diverse backgrounds.
  • Knowledge of crisis counseling skills.
